John's Platform for 45th Ward Committeeman

As part of their endorsement process, the Independent Voters of Illinois/Independent Precinct Organization required candidates to complete an extensive questionnaire.  The following are John Arena’s answers to some of those questions that earned him IVI/IPO’s endorsement. What are your views on slating, the selection of candidates by the party or party committees prior to primary or non- partisan elections? If you are opposed to slating, will you participate in slating sessions?

I do not think that the party should slate in primary elections and would rather that the party maintains a focus on electing the Democratic nominee in any given general election. That said, I will likely participate in the slating process unless and until such process is changed. To not participate would deprive my constituents of their voice in the operations of the Democratic Party. I think the party should only get involved in non-partisan elections when it is clear that one candidate represents the ideals of, and has been an active member in, the Democratic Party while the opponent has demonstrated a commitment to the Republican Party and its ideals. This can be determined through vetting the candidates stated positions and primary voting record.

Do you feel it is appropriate for elected officials to hold party office?

Yes. I think that it is vital that party leaders understand not just the ideals of the party they belong to, but also the needs of the community they are chosen to represent. As alderman, I talk to members of the community of all political stripes on a daily basis and understand fundamentally what the community needs and is looking for from its leaders. In that way, being an elected official would make me a better party leader.

Have you formed or would you form a ward-wide organization?

By establishing a truly open and accountable ward office, I immediately set a new standard for accessibility—both personal and through staff—that 45th Ward citizens have with municipal government. By setting this standard, I have redefined the relationship between an elected official and their constituents. I will have similar standards of accessibility and accountability as ward committeeman.

As committeeman, I will establish a committee structure with a member-elected president and six-member board with appointments split between committeeman and president. Another specific way I will open the political process to the voters is to host candidate meet and greets and forums. Voters will have a chance before slating to interview candidates and make recommendations to the board.

The 45th Ward has historically maintained a higher-than-average voter turnout. Yet the eligible voting population is underrepresented at the ballot box simply because they are not registered. I will set a goal of at least a 5% increase in registration each year I hold the office.

Should members of a ward organization have a role in endorsements?

I will consult with members of the ward organization on all things pertaining to my role as committeeman, including choices presented through the endorsement process.

What strategies will you employ to engage the residents in your ward and increase voter participation?

Much of what we are doing currently—from the Arts Alive program to community bike rides—has served to engage residents of the 45th Ward in innovative ways. I will continue and enhance those efforts both in my role as alderman and as Democratic Party committeeman.
